It's...
rain!
And he's excited about playing in it!
Besides running around in it, what else does a four-year-old little boy do in it? He plays chase with poor, unsuspecting lizards who only came out for a quick swim and drink of water. This particular lizard was so young that it probably hadn't ever even seen rain before.
After Garrett chased it for a while and finally caught it by the tail...
he considered what all he could do with it.
He then decided that it was "a pretty cute little baby lizard" who was only exploring the rain for the first time.
Garrett thought the lizard needed a front row seat view from the top of his head. They were big buds after that.
Just a boy and his lizard enjoying the much needed and much appreciated rain!

That is hilarious! Crazy our kids need a reminder about what rain is! Glad he enjoyed it!
Rain, rain, please DON'T go away! We were so excited about the rain we also played outside. We found EVERY puddle we could find. However, we are not quite fast enough to catch the lizards. Sounds like y'all had a great adventure.
